Mingo County Criminal History Checks
Mingo County has no single search that assembles police narratives, jail intake, court filings, warrants, and the fingerprint repository into one file. Begin with the record slice. The free Magistrate Record Search is the best first index for a misdemeanor or a felony complaint. The WVDCR jail tools answer a current custody question. A police report stays with the agency that wrote it. An indicted felony file belongs at the Mingo County Circuit Clerk counter.
Use a full name, alternate spellings, and an approximate year. A case number is far more precise. When the public result is only an index, note the court and exact case number before calling the clerk. Follow this Mingo County sequence:
- Choose court, custody, police, registry, or fingerprint records based on the question.
- Run the narrow official index and select Mingo County when a county field appears.
- Record the case, booking, facility, or agency identifier shown in the result.
- Ask the source office for the docket, report, order, or other underlying document.
- Request a certified copy or an authorized fingerprint check only when that formal proof is needed.
The state government's Mingo County profile shows the county-level starting point used for courthouse contacts.
The profile is a routing aid. The room-specific Judiciary contacts remain the better source for court mail and file requests.
Mingo Magistrate Record Search
MCR Search covers West Virginia magistrate records and lets a reader enter a first name, last name, or case number. Select Mingo in the county control. The service is free, works on a computer or mobile device, and returns no more than 30 records. That ceiling matters with common names. Add a first name or use an exact case number before treating a missing result as meaningful.
The portal serves index data, not complaints, plea papers, warrants, judgments, audio, or certified copies. Once the Mingo County result identifies the Magistrate Court case, contact the clerk at 101 Logan Street, Room 303, Williamson, WV 25661, 304-235-2445. Ask for the docket sheet first, then identify the papers that matter.
| Search control | Use | Mingo County note |
|---|---|---|
| First Name | Narrows a party search | Try the spelling used in court papers |
| Last Name | Starts a name search | Broad names may reach the 30-result cap |
| Case Number | Best exact match | A magistrate number may differ from a later Circuit number |
| County | Limits statewide results | Select Mingo |
Official Background Checks in West Virginia
The West Virginia State Police Criminal Identification Bureau is a fingerprint repository, not a public name-search site. West Virginia Code section 15-2-24 limits dissemination to a private requester and requires the subject's written, acknowledged authorization. Official state and state/FBI fingerprint services run through IdentoGO by IDEMIA. Appointments can also be made at 855-766-7746. The authorizing program's service code determines purpose, destination, and price.
Do not substitute a Mingo County court or jail search for an authenticated fingerprint result. Those public tools answer narrower questions. WVSP also says it no longer performs walk-in record checks, and a local law-enforcement agency cannot replace the IdentoGO process. No confirmed enrollment site within Mingo County appears in the research, so use the live scheduler with the applicant's ZIP rather than assuming a Williamson location.
The official West Virginia fingerprint location page shows the current appointment entry point.
The service-code path is important because fees and where results go can change with the authorized purpose.
Review Your Mingo CIB Record
A person may review and challenge their own West Virginia record through WVSP Form 136A. The form asks for identity and contact details plus information needed to locate the record. Mail it with a $20 check or money order payable to the Superintendent, West Virginia State Police, CIB, 725 Jefferson Road, South Charleston, WV 25309. A discrepancy in the charge or final disposition must be corrected by the court or arresting agency that submitted it.
The FBI offers a separate Identity History Summary for a person's own federal fingerprint history. The direct electronic ordering fee is $18; approved channelers may charge more. It does not replace Mingo County incident narratives or courthouse files.
The FBI's electronic identity-history order page illustrates the national self-review route.
Use the federal summary for FBI-held fingerprint submissions, then return to the Mingo originator when a local event needs correction.
| Official service | Published fee | Purpose |
|---|---|---|
| WVSP Form 136A | $20 | Personal state record review or challenge |
| FBI direct summary | $18 | Personal FBI identity history |
| WVSP expungement processing | $100 | Agency work after qualifying court relief |
| Mingo clerk or police copy | Not published | Ask for an estimate before ordering |
Kinds of Criminal Records
Mingo County records are created at different stages. The arresting agency writes an incident or arrest report. WVDCR creates a booking entry at regional intake. Magistrate Court records the initial appearance, bond, misdemeanor case, or preliminary felony stage. The Circuit Clerk keeps an indictment, motion, plea, order, judgment, and sentence in a felony case. CIB links fingerprint-identified arrest cycles to dispositions reported by courts.
Other records follow their own route. A court issues a warrant, while law enforcement tracks execution. WVDCR keeps corrections and parole data. Adult probation belongs to the West Virginia court system. The West Virginia State Police registry discloses only information authorized for qualifying registrants. Juvenile records and sealed material are not made public merely because an adult search tool exists.
- Disposition
- The outcome entered for a count or case.
- Nolle prosequi
- A prosecutor's formal decision not to continue a charge; it is not an acquittal.
- Capias
- Court process directing an arrest, often after a missed appearance or failure to comply.
- Expungement
- Statutory relief that removes evidence of a qualifying case from public records.
Mingo Bookings Leave the County
Mingo County does not operate a conventional county jail. Most local arrestees enter the state regional system at Southwestern Regional Jail and Correctional Facility in Holden, Logan County. The facility serves Boone, Logan, McDowell, and Mingo counties. This is why a person arrested in Williamson may have a Mingo court case but a WVDCR custody entry tied to a facility outside Mingo.
Use WVDCR Offender Search for Daily Incarcerations, Jail Search, Prison Search, Escapees, and Absconders. A jail listing proves that the state recorded custody, not that a court found guilt. Call the facility at 304-239-3032 when a transfer or status is unclear. VINE at 1-866-WV4-VINE can send status notices, but it is not a case-disposition source.
The official Southwestern Regional Jail facility page confirms its role in Mingo County custody.
The facility page ties Mingo arrests to the regional jail while the court outcome remains with the Mingo clerk.
Mingo County Criminal Records: What They Contain
The fields depend on the custodian. A public booking result emphasizes intake and custody. A court file is organized around a case number, filed counts, hearings, orders, outcome, and sentence. The CIB record instead associates identity and fingerprint transactions with arresting agencies, charges, and reported dispositions. Protected identifiers, full biometric data, victim details, and sealed material should not appear in a public product.
| Name and Identifiers | Display name, aliases, and limited descriptors appropriate to the public record |
|---|---|
| Arrest or Booking | Arresting agency, booking date, facility, intake charges, and custody status when displayed |
| Charges and Statutes | Alleged or filed counts and the cited West Virginia law |
| Disposition | Dismissal, acquittal, plea, verdict, or another recorded outcome |
| Sentence | Confinement, probation, costs, restitution, or other terms found in the judgment |
| Supervision Status | Public custody or supervision information, which is narrower than the internal file |
Charge wording can change between arrest, booking, and prosecution. Match the final claim to the source document instead of merging fields from several systems.
Mingo Police Reports and Warrants
Police narratives stay with the agency that created them. A Mingo sheriff report should be requested from the sheriff's records custodian. Williamson, Delbarton, Gilbert, Matewan, and Kermit reports remain with those towns. A trooper report uses WVSP Form 141. Give the date, approximate time, exact place, incident or report number, desired format, and each component sought, such as the narrative, photographs, dispatch entries, or audio. Ask for a fee estimate because Mingo local rates are not published.
No official public Mingo County warrant portal or most-wanted database was located. Search MCR for related docket events, call the court that may have issued the process, and ask the sheriff's warrant custodian. Municipal bench warrants can remain with the town court. A person trying to resolve their own warrant should ask the issuing clerk about the case number, warrant type, bond notation, appearance method, and whether counsel can arrange a safe surrender. Do not appear unannounced at a police office.

West Virginia Public Access Laws
The custodian controls the route. The West Virginia Freedom of Information Act applies to existing, nonexempt agency records, not to questions that require a new report. Court files follow court access rules and clerk procedures. CIB fingerprint history has a separate authorization rule. Active investigations, juvenile matters, victim identities, private medical or financial data, and sealed records may be withheld or redacted.
Key authorities:
WV Code Chapter 29B-1 gives access to nonexempt records held by public bodies.
WV Code §15-2-24 governs private dissemination of CIB fingerprint, photo, and criminal-history records.
Trial Court Rules 10.01 through 10.04 address public court access, sealing, and clerk administration.
WV Code §61-11-25 covers qualifying dismissals, acquittals, and diversion-related expungement.
WV Code §61-11-26 sets eligibility and procedure for certain conviction expungements.
When an exemption affects only part of a Mingo County agency record, request the segregable public portion and ask the custodian to identify the legal basis for each redaction.
Mingo Adult Drug Court Records
Mingo County Adult Drug Court began in 2016 and operates within the state judiciary. It is a treatment-court program, not a label that can be inferred from a routine docket entry. Judge Sabrina Deskins and Probation Officer Miranda Lambert appear in official treatment-court contacts. A public case order is the sound source for a participant's legal status; treatment details and ordinary probation information may be restricted.
Adult probation officers are West Virginia court employees, and Mingo shares the Eleventh Circuit with Logan County. Parole is different. The West Virginia Parole Board makes release decisions, while WVDCR supervises parolees. A prison or absconder result cannot replace the judgment or revocation order in a Mingo court file.
The official West Virginia Parole Board page shows the separate state release authority.
This distinction keeps a probation sentence, parole decision, and current custody entry from being treated as the same record.
Restricted, Sealed & Expunged Records
A silent search is not proof that no Mingo County record exists. The spelling may differ, the file may be older or offline, the wrong court may have been searched, or the matter may be confidential, sealed, or expunged. Juvenile records, victim and minor identities, Social Security and financial data, and active-investigation material commonly face access limits.
West Virginia uses expungement as the general relief term. Section 61-11-25 addresses qualifying acquittals, dismissals, and completed diversion. Section 61-11-26 may allow one misdemeanor after at least one year, multiple misdemeanors after two years, and an eligible nonviolent felony after five years, measured from the event the statute makes controlling. Exclusions and a one-time-relief rule matter. File through the Mingo County Circuit Clerk and confirm fees beyond WVSP's published $100 processing charge.
The Legislature's official conviction-expungement statute provides the current eligibility and service rules.
The signed order begins implementation across the clerk, police, corrections, and CIB records that the petition identifies.
Mingo Records Across the Tug Fork
The Tug Fork forms the Kentucky border beside Mingo County. The side of the river where an event occurred controls which police and court system created the record. For registry awareness near the state line, search the West Virginia portal and then use the national NSOPW layer. A location result cannot certify that an area is safe, and a registry profile is not a complete criminal case file.
Federal records also stand apart. Mingo County lies in the Southern District of West Virginia, and federal dockets use PACER. The Bureau of Prisons locator covers federal custody, not Southwestern Regional Jail. The official BOP Inmate Locator provides that federal custody path.
The federal locator, WVDCR searches, and Mingo County court files each answer a different custody or case question.
City-by-City Criminal Records in Mingo County
Mingo County's three largest incorporated municipalities are Williamson, Delbarton, and Matewan based on the 2020 Census. Each town keeps its own police reports and municipal ordinance or traffic files. None publishes a confirmed online municipal case portal or police report form. A city record search therefore starts with the town office, then moves to WVDCR or the Mingo courts when custody or county-level prosecution is involved.
Williamson Record Check
2020 population 2,997 · City police and Municipal Court begin at East Fourth Avenue.
Delbarton Record Check
2020 population 459 · Police and Municipal Court route through Riverside Drive.
Matewan Record Check
2020 population 412 · Town and Municipal Court records begin at McCoy Alley.
Mingo Criminal Records Since 1895
Mingo County was formed from Logan County in 1895. Its modern record map still crosses boundaries. Felony files and most clerk work center on Williamson. Statewide MCR Search indexes magistrate cases. Regional bookings are kept in Logan County, while the biometric repository sits in South Charleston. That split explains why an accurate Mingo County search often requires two or three official contacts.
The regional jail opened in 1998 and has three pods. A 2018 audit listed a designated capacity of 749, but that dated figure is not a current population claim. The stronger point is institutional: Southwestern serves four counties, so the custody system is regional by design. Likewise, the consolidated WVDCR search hub offers separate jail and prison tools because pretrial regional custody and sentenced prison custody are not interchangeable.
Record flow can be stated simply: arresting agency → WVDCR booking and fingerprints → Magistrate Court → prosecuting decision → Circuit Court when indicted → disposition reported to CIB. Delays between those steps can cause temporary disagreement. Verify the outcome with the Mingo County court that entered it.
